Oil and gas career:Manager (Measurement System Management), Petroleum Operations Management
Job Responsibilities:
Enforce PETRONAS measurement guidelines, Gas and Liquid measurement guidelines, procedures and concepts to PS Contractors in ensuring all metering and measurement systems are accurate and in line with industry standards. Drive and facilitate enhancement of the metering systems standards in order to protect PETRONAS’ interest in extracting maximum value from the systems’ accuracy and reliability
Drive all measurement and metering projects by PS Contractors for official fiscal measurement purposes to ensure compliance to regulatory requirements and in line with industries standard and best practices e.g. Customs Act, Weight and Measures Act towards achieving the desired accuracy and sustaining metering standards for operational excellence
Drive new and proven technology in the metering system design, validation and operations technique by promoting and providing recommendation/approval for the PS Contractors to adopt for metering research, pilot projects or full implementation towards cost effectiveness, best metering operating practices and accuracy towards achieving life cycle cost saving.
Drive the establishment and implementation of metering operations, validation and allocation procedures on the quantification of hydrocarbon for fiscal measurement to achieve metering accuracy and subsequently safeguard PETRONAS and PS contractors’ interests, as well other operations procedures for reservoir management purposes in achieving reservoir data integrity.
Drive measurement audit plan for PS Contractors metering system installation, hydrocarbon accounting and allocation systems to ensure compliance to regulatory requirements, PETRONAS guidelines and other agreed measurement related procedures
Incorporate technical recommendations and advise on measurement concept into Area and Field Development Plan (FDP) by ensuring reliability, operability and maintainability aspects are embedded into the concept, design and construction of the measurement facilities in order to ensure compliance to regulatory requirements and safeguard PETRONAS interest.
Monitor Contractors’ expenditure on PS Contractors’ metering system requirements through their original Work Programme and Budget and project proposals in ensuring cost optimisation/effectiveness on measurement related projects and activities.
Strategize and formulate business solution to upstream hydrocarbon measurement and accounting issues with other PMU departments, PSC Management section/units, PS Contractors and industry peers as well as recommend improvement initiatives within producing PSC operators to add value to hydrocarbon measurement and accounting system operations, enhance technique and technology as to eliminate gap (PS Contractors and PETRONAS)
Foster and sustain effective working relationships and rapport with the government authorities, business and management institutions, national and key industry players and service providers in order to keep abreast with latest development in the relevant markets and capitalise on insider status and strategic alliances to capture opportunities for new business ventures and enhance public confidence in the company business solutions, products and services.
Enforce the implementation of applicable PETRONAS procedures and guidelines and affect the compliance to statutory and legislative requirements in order to ensure conformance to the established Limits of Authority (LOA), groupwide policies and government regulations to safeguard PETRONAS and shareholders’ integrity and image as a responsible multinational.
Communicate, interpret and champion the execution of the objectives and provisions of the Health, Safety and Environment (HSE) policies and Codes of Conduct and Discipline (COCD) within the working team and undertake appropriate mitigation and/or intervention programmes to safeguard business operations, high staff discipline and industrial harmony.
Drive the development of competent working team that will enhance and sustain staff capabilities in achieving high performance delivery by determining talent requirements, instilling values of integrity, providing leadership, coaching and guidance and implementing internal successions to ensure internalisation of the right leadership and capabilities in executing their jobs.
Develop and implement distinctive mindset, behaviour and culture within the working team to achieve high performance in work by leading the adoption and implementation of value interventions, tools and methodologies to promote and instil high sense of commitment, ownership, integrity and loyalty that will contribute to operational excellence.
Job Requirements:
* Candidate must possess at least a Bachelor’s Degree, Professional Degree or Master’s Degree in Engineering (Chemical, Electrical/Electronics, or Mechanical or Instrument)
* At least 7 year(s) of working experience in Oil & Gas industry
